Characteristics of the sanitary and hygienic status of formations and the population, as well as their deployment area

The Sanitary and hygienic condition is assessed as either satisfactory or unsatisfactory.

It is considered satisfactory if:

- the Sanitary and epidemiological situation of the unit and the population, as well as their deployment area, is favorable;

- the state of living support and conditions for observing personal and public hygiene rules do not adversely affect the health and combat readiness (working capacity) of the personnel and the population;

- the territory of the area of operations (deployment) is free from contamination by nuclear explosion products, combat toxic agents, or biological agents, is not polluted by toxic emissions from destroyed industrial enterprises or other facilities, refuse, and waste, and does not require additional sanitary and hygienic measures to preserve the health, combat readiness, and working capacity of the unit personnel and the population.

It is considered unsatisfactory if:

- the sanitary and epidemiological situation of the unit and/or the population group and their deployment area is unstable, unfavorable, or emergency;

- there are shortcomings in living support and a lack of conditions to comply with personal and public hygiene requirements, which adversely affects the health of the unit personnel and the population, reduces their combat readiness and working capacity, and thus requires additional sanitary and hygienic measures;

- the contamination or pollution of the territory of the area of operations (deployment) with nuclear explosion products, combat toxic agents, biological agents, toxic substances resulting from the destruction of industrial enterprises or other facilities, refuse, and waste poses a threat or reduces the combat readiness (working capacity) of the units and requires a set of measures to prevent casualties and diseases among the personnel and the population.

Under a satisfactory sanitary and hygienic condition, all planned measures stipulated by regulations, statutes, and instructions for meeting hygienic requirements and sanitary rules are fully implemented.

If the sanitary and hygienic condition is assessed as unsatisfactory, the HEAD of the medical service of the unit and specialists of the state sanitary and epidemiological service shall report to the command (leadership) and the senior medical service supervisor (healthcare management) while simultaneously submitting proposals for implementing additional sanitary and hygienic measures alongside the routine ones.

Overall guidance and control over the quality, timeliness, and completeness of all preventive measures among the troops (population) are assigned to the specialists of the state sanitary and epidemiological service of the Ministry of Defense and the Ministry of Health of Ukraine.
